I have lodged a bid for Atlanta's Franck Kessié several times. He is valued at 13.9m and my bids are around 20m+ and everytime my bid gets rejected. Even though my offer has 10m more than his value the computer doesn't accept. Why? Even in transfer list there are players who'll cost less. How is this valuation done? Now how much should I offer to get the deal?

Just like any other managers CPU's don't always want to let a player go.
So we cannot garanty that you will get that player for any price.
