In the right of the transfer list I had a player which was a special offer, his atributes were really good but i dont had enough money to buy it. Is it regular to appear special offers?

Now and then. Sometimes two times in two days, sometimes only one in a league. It depends on luck, so I'm sure you will get some special offers later.
