We can withdraw it when we want? We can use "transfer" the money from one of our leagues to another? and that sort of things...

One of the OSM's Achievements you meant to say. Yes you are right. And all you have to do is to make sure you deposit your Club funds/money in the bank for every round you play , just before the simulation time ( sim ) if it is easier for you or when you work on your squad's settings for the following match.
Right after the sim you are free to take them out of the bank again but this time you will see that you have earned an interest of 2% for your account. Now it doesn't matter if the amount of your deposit is a small or a large one .
Every deposit , from each round and from every league /slot of yours counts for your goal to complete your achievement.
Yes you can withdraw them anytime you want and you must do that after the sim cause you will need them to buy your new players , or to train your existing ones or to expand your stadium etc.
Each deposit can be all or nothing of your club funds.
That's why you can see the arrow changing direction when you put your money in the bank or when you take them out.
And no, you cannot transfer any club funds from one league to another .I believe I have answered all of your questions so I think I can close this topic now.
