A manager is cheating on my league

Hey! Whats up? Well i have a premier league with friends but one of them has 2 accounts (Arsenal, Manchester United) and he is selling his players from united to arsenal to super high prices and buying players from arsenal to united in the cheapest way, his team now is completely 100+ rated players, I want to know how to expulse him of the league, everybody is complaining but as the creator of the league surprisingly i dont have the chance of expulse the 2 accounts, can anybody tell me how to do it? Thank you!
