What is considered as cheating??

As I know cheating is not discussed in this forum, this is not a topic discussing whether or not someone has cheated. I'm asking what it is in fact considered by you as cheating. I reported this guy two times, and both of them he was left not guilty. The profile managing Inter Milan was created that same day, sold players to get enough money to buy Manolas, and two minutes later he sold it to Barza at a riduculously lower price. How come you do not consider this as cheating?? What is cheating then ???

As I recall, in the OSM terms it is stated:
"You may not buy and/or sell players for the purposes of artificially giving another manager in your league money, this makes for unfair competition.", and "Collaboration between managers or between crew members in all leagues is prohibited at OSM. This includes the fixing of matches and the use of the transfers system to give one club an unfair advantage over another. " -

Sorry, but as you already mentiont it yourself cheating will never be discussed via our forums.
It's not always a fact when a manager reports a cheater, that the manager really is cheating.
When you've got verdict not guilty, then ofcourse you can report it again after several days has passed.
