Why are the player ratings so inaccurate ?

Why are the player ratings so inaccurate ? Like their are some players who are rated at like 88 when their not even that good

They rate based on how good the player is in THEIR league. Frenkie is like 92 rated for Ajax. But 77 rated in the Dutch squad. Thats because he's the best player in the Eredivisie. So thats why he's 92 rated.
