Isn't this cheating?

Just look at the name and time they logged in. They both joined my league yesterday too. Can a mod look into this and ban them?

Hello & Welcome to the forums!
If someone is Cheating, it will never be discussed on the forums.
Therefore
You have to report it through the system by directly going onto the players.......

Put as many details you have on your report....
