You can only kick a manager out of your league if a) you are the Moderator of this league ( and not OSM ) and b) if this manager has been inactive on this league for more than 3 days. Go to your Manager List , since you are the league's Moderator , and you will find in there an option to remove inactive managers - http://prntscr.com/dbarse
But if this manager is active then you must visit his game profile and click on the " Report Cheater " button that you will find in there. This way the Support Team will handle your report.Good luck mate.
