Why can I not buy players from out of my League unless they're appearing in the default transfer list? Why can't I do negotiations for them?

Hi,

This is by design, you can only negotiate for players from teams in your league. But in order to buy players outside your league you'll have to buy them off the scout or from the transfer list.
