About buying players from team that the manger did resign

Hello there,
Recently the Liverpool manager did resign form training the team leaving each roster with the minimum amount of players so we cant make an offer for them; for example the attakers has just 3 player so we cantndo anything to get them.
Whats should i do to get any player from his squad
