How can the goal of for example Galatesaray / moskou, olympiacios be 13th. while there is no way of becoming 13th?

You can either come to the last 16 or last 8?

@BeterdanNiels_NL I think it means that you must reach last 16, and then if you lose, finish 13th according to your margin of loss
