Tournament transfers

Hello everyone! Thank you for your time and I hope my question is not a waste of time. I just ended a champions league tournament after a long time I hadn’t played OSM. I noticed that players in transfer list had a higher value than normal (not money value, I am talking about abilities) and also that there can be found players sold by other managers before, became stronger. Is it normal for all tournaments? Or is it a setting you can choose? I am starting an Europa league tournament and it doesn’t seem the same

Couple years ago the transfer list was improved. The players will now also train at their clubs before they appear on the Transfer List and they can now appear on the Transfer List with a quality above 100 but not always.
also that there can be found players sold by other managers before, became stronger.
Players that are sold to teams 'outside' the league are now able to return to the league. They can show on transfer list, special offers and even scouted again! They will have also new stats.
Is it normal for all tournaments? Or is it a setting you can choose?
This is normal for all leagues where you can buy and sell players.

You need to wait. When the Transfer List refreshes, it adds more players to the Transfer List and of course also with new stats.
