Can't Buy From the Transfer List

Everytime I try to buy someone from the transfer list that I can buy with my club funds, I see "Oops please help us buy reporting on the forums. If I report on the forums now it doesn't the stupid bug that annoys me. It is quite frustrating. OSM come on help me out. What should I do.

I can't list any players on the transfer market and I was wondering if anyone else was experiencing this problem? It won't even give me the option to list players, when I go into my squad and use the action function, when I go to "Transfer List" player it's blacked out! I am doing something wrong or is there only a certain time I can list players?
