are the moderator of a league and I want to give off inactive managers, I would like to know how I can do this.

You can only kick a inactive manager out of your league if you are the Moderator of it , and not the OSM engine.
So , since you are the league's Mod, if you have managers that have not logged in for more than 3 days then ...
