How do I join a league?

I can't find the option to join a public league.

Do you mean for this below?
after clicking on the empty slot, click on the league you want to join. Then if you change the option "Standard view" to "League view" you can see the details of the league as shown below. Here you can find all created leagues and join one of them by your choice.
