Returning player looking for update list

Hi, I quit playing early 2019 and I'm now returning. I'm a pretty serious player and I see there have been a lot of changes. Is there a way I can see a list of things that have been updated since jan 2019?

If people can answer these questions that would be great.
-What is the benefit of a player being In-Form? (like how much better is he percentage-wise?
-Have the (younger) players been nerfed? I think there are a lot less high rated (80+) 24< players then 2 years ago.

Edit: Also are there leagues where you can't scout players from? I've been wanting to scout players from Bundesliga but I can't find at the Scouts criteria.

If you already have the player in your team the player will be boosted automatically and therefore this player will also get a higher transfer value. Furthermore, he will appear on the transfer list or in your scout with a higher rating than the player normally has.

Yes, there has been an update regarding the ratings of all players. The more experienced players now have higher ratings compared to the talented players. You can check the ratings of all players in the League Overview.
