Scout don't work to germany

Goodmorning, i would try to scout Haaland or Sancho. But i can't give the scout an order to go to germany.
I also tried to scout on age <25 en nationality Norway and Englisch but the results are verry dissapointed.
I get Griezman, Messie and other players.
Please fix this bug! -
