Private league not private?

Dear Sir / Madam
I have recently set up a league "1331" which was for a few friends to join. I am the moderator and I have set the privacy setting to private league. However there are already two managers within my league who have joined, who I have neither invited, nor have they requested to join. What can I do to resolve this? Or better yet, why are unknown managers allowed to join the private league?

Did you continue a league by any chance?

yes (Im now guessing that is where the issue is)?

@kas1080 Yes, that manager is a manager from previsious season.
They will automatically allowed to continue the league if they want too, that's why that manager didn't need approval to choose a team.
