Resign is only possible after you played your first match, you can do that if your going to the board.
NL stand for the dutch version of the game not the country where your from.
Right after you resigned you can create a new league.

I'm sorry my friend but I must inform you that OSM at this moment has got already not 1 but 5 different versions on which users can login to :

Website (PC or mobile device)
Facebook
Android App
iOS App (iPhone)
iOS App (iPad)

Regrettably the microsoft phone users as we speak cannot justify the creation of a new app. And we are not in position to know when or if there's gonna be a new app in the near future.
