Report cheaters from others leagues?

Hi,

I was exploring some managers from ranking, and I found a two cheaters, they have a strange moves in Transfers list. Seems like they manage one, two, three accounts, and sell in high prices quickly and buy with minimum prices. I have screenshots that can prove that.

But, I'm not in the same league, so how can I report that bad managers?
