To win the European President 2000 Points Award, do you need to play in the German league or not? I have already finished 96% of the European leagues and except for the Bundesliga, I have only the leagues of Azerbaijan and Kazakhstan ahead of me.

I don't think so, because everytime you complete domination in a country in Europe, Europe domination increases by 2%. Hence, Germany won't be important.
