This will depend on your style of play.
If you have an offensive style of play and where attack is more important, 25M is nothing, you will need more.
If it is balanced, it is enough to build a reasonable team in defense, midfield and attack.
If it is defensive, it is more than enough.

Those who play in the most balanced style usually use 4-4-2 A/B and 4-2-3-1 and 4-4-3 A/B.
This will depend on a lot of things like leagues, teams and the level of those teams. A balanced style of play the players have almost the same overall depending on the team. I usually coach teams in the middle of the table or in the relegation zone, so a balanced team for me with the exception of the goalkeeper, revolves around the overall - 72 to 80 almost all players. But that changes whether you take a Real Madrid or a Manchester City, it also depends on the tactics you use.

@josé-mourinho-o-galático yeah i do a very good thing it buying player for example that cost 4.2M and sell them in the transfer with like 8M and i wait around 5h and it work im actually in morroccan league it so easy lol and if the player is 12M and you sell him with 16M you need to wait one day

Yes, there are some tricks to evolve in the championship like this. Buy the scout more cheaply and sell more expensive in the market or you buy young players with reasonable general, train and sell later.
