So, my question is : In which country should I play to get in an active league, I'm tired of playing in leagues where half the players are inactive by matchday 3, should I go to the most popular leagues to get more active players?

Hi, sorry, there's no particular country that always have an active league. Getting an active league to play in is just luck.
