How can i scout cheaper 100+ world stars?

Most times when I use this function, the players will 104 rated or more and cost upwards of high 40 million or more.
Is there a way to select the options so I get the ones that are rated 100 -102 so that I can spend at least as I can?

If i select the oldest or a league that isn't one of the main leagues, will this get a cheaper one?
