Some managers are just engaged in buying and selling all season, stupidly raising the rating due to the constant purchase of new players, not particularly engaged in tactics, strategy, training, etc. It may make sense to divide the championships by their level, for example, with the help of the coefficient of strength and complexity of the tournament, and to limit the rating of players on the transfer in medium-sized championships. Then the team compositions will be approximately equal, and the skill of managers will be seen properly
