How much do in-form players affect the game?

So for example, on the transfer market, there's a player CM 85 rating as in-form, there's another player 95 CM rating, regular. Which one is better technically? What does an in-form player have overall on top of regular players? And after buying an in-form player, how long does that "in-form" status last?
And no, I don't wanna hear like vague terms "they just have better ratings and more stability" etc but I wanna know the actual mathematical effect of them.

Based on my experience playing OSM for several seasons, in-form players often give the impression of being "outperforming" compared to their true rating, especially in important matches or when the team has good morale. However, I still prioritize higher-rated players if the difference is too large; for example, an 85 in-form player versus a 95 regular player will almost certainly not compensate for the difference in raw stats.
