Scout not accurate at all

Always when I use the scout to find let's say a midfielder, I only select ''85+'' for quality leaving every other field blank as to keep my search as wide as possible.
But still, the scout manages to return with players with 82 value. You can't really tell me that there aren't players with quality 85+ available across the globe?
A few years back this was never the case. I really find this a waste of time and money as sometimes I pay the scout to immediately show me the results.
This cannot be the way the scout is intended to work..
