Why aren't cheaters banned? (PLEASE don't go to me, don't tell me to report players)

Maybe I shouldn't write this here, but I'm tired of it now. Last month, I complained about someone who played with 6 teams in my league at once. 8 times. The OSM team didn't do anything. There were both multiple accounts and illegal transfers. Although I have provided visuals, the cheater has not been banned. I am experiencing the same situation again in two different leagues right now. Two different players; both using multiple accounts and making illegal transfers. I have complained many times. Still the OSM team says: 'you can appeal'. I know, too, but I've complained many times. I complained about the results of the report. It wasn't enough, I complained again, offering visuals. Both players are still playing in the league. I ask you, does cheating once mean not cheating for the OSM team? Why is it ignored? Why are cheaters allowed when we're working hard? I want to complain to the OSM Turkey team. Where could I be ? Please don't tell me to report the player. I'm getting very angry. I have repeatedly reported it, repeatedly disputed the results of the report. So where can I complain to the team looking at these reports in Turkey?

Not everything that looks strange means that something is wrong. In order to punish a manager for cheating, they really need to be breaking OSM terms and we need to be able to collect evidences of it.
Having similar names, doesn't mean that they are from same user, otherwise all accounts that 'samm' on their manager name would be yours and I'm sure they are not.
We appreciate users to report all suspicious situations they find, but after that we need to check if users are really cheating. The ones you reported were not cheating (at least not in a way that we could prove clear cheating to apply punishments).
I just took a quick look to all your leagues and I also didn't saw any managers breaking OSM terms
