problem of the transfer players

The problem is that it won't let me negotiate with a specific coach, I haven't been able to buy/negotiate a player from a team for two days. I get a message saying that (this transfer cannot be completed because it is a violation of our terms). The problem is that I do not understand why I get this message, if you can help me please, thanks
