I can add players to the transfer list but some are never sold and nobody in the league except me are not adding players to the transfer list for weeks. It is probably bugged.

@Sir-imparator-Burak-terim some players sell faster than others depending on roles and a pinch of luck. If you set players' stats ≥85 at their full price, they will most likely stay there long before they sell. Play with price bars and, as a hint, stay with your transfers closer to comparable players' prices already in the transfer list to increase the chances.

As explained, sell players is a matter of luck mixed with probabilities. Higher value and/or high price increase rate, lower the chance to sell players.
