CPU is buying bad players from other teams at max money, while no one is buying a player better than all of them at a cheaper price??

Unfortunately there's not much that can be done about the.
For high rated players it can take longer before they are sold, so you need to be patient or try to take them of the transferlist and then see what happens if you put them on again.
But we cannot garanty a player will be sold within a certain time frame. -
