Joining Crew

I invited a friend to my Crew While He is already in a Crew then He left his Crew now the invitation is appearing to him but When He accept it nothing happens WHY ? and What is the solution ?

Is it a Bug or The player is blocked from joining any crew now Because He left a Crew recently ?

If he's blocked you won't be able to send him an invitation That's why he has to fill the template -
Maybe Because I sent the ivitation before He leaves his past Crew ?

One of rules to join crew is
"You can't join a crew if you have recently left another one"
You have to wait a while before sending an invite again and then he'll be able to accept it -
