Time of simulation

I have one fast question: at what time should I create a league to play the macthes at 23:00 Central european time?

From example I saw that when you create a league between 23:30 and 00:30 CET, the matches are played around 17:15-17:30 CET.

I think you don't have any influence on that, it's random.

I asked some friends from other crews and they told me that in the leagues created between 23:30 and 00:30 CET, the matches are played at 17:15-17:30 CET. Maybe it's radom, but I don't believe in the randomness.

Or coincidence. Anyways, I don't believe there is a trick to do something about simulation times.
