Is the Transfer List still run by the computer?

Some friends told me that the players put in the transfer list are from other OSM players and that the players that I put there will be bought by other OSM players. This seems very strange to me. Is it true?

They can be bought by OSM players or the computer, although the latter does not tend to buy players at high rates.

I meant by OSM players from other leagues.

ONLY managers from a league, can put players on the transfer list of that league, and can only be bought , from managers that playing in that league or computer....not from managers from other leagues....
