Hi.I want to bring Icelandic goalkeeper Hannes Thor Halldorsson from Azerbaijan team Qarabag Agdam but Azerbaijan league is not used in scout, and so that i cannot bring him.What should I do?

Enter his strength, nationality, age and certainly will come

I did what you said.I wrote all preferences except league,but he didn't come.Azerbaijan league isn't a preference as georgian league,etc. because of that i cannot bring any players from these leagues.Is there any possibility for adding all leagues to scout's league preferences?
