Yes you can sell your players whether you're online or offline.
There are eigth transfer cycles in every round (daily) ranging from 2am, 4am, 6am, 8am, 10am, 12pm, 2pm, 4pm and 6pm (There are two groups of servers, the first starts at 2am and ends at 4pm while the other servers starts at 4am and ends at 6pm with a two hour intervals). So again, whether you're offline or online as long as you have players on the transfer list you can sell them within that time range.
