Is computer able to negotiate?

If I send an offer for a player to a computer ( club that has no owner in my league) can he accept it or deny it? Or is it just gonna stand there until someone takes over the club?

HI,

Offers made on players whose team are managed by the computer will be responded to by the system. However, there is no guarantee what their response will be or when they will reply, also it's difficult to let go of their best players, unless you're very lucky.
