Why does the scout can't find world stars?

So i've made about 40 searches till now, and the scout never ruturned with a world star. Why cant he find one?

Because non of the players got a rating of 100+ in all competitions at the start. The scout is only looking for the basic rating of a player. You can find the rating by searching the leagues (competition overview).
