Penalty Shootout

I want to know how the winner of penalty shoot-out is determined. In several occasions, it happened that in the 120 minutes played in the cup I dominated in most of the statistics ( Shots, Possession etc.) but still lost the match in the shoot out. What are the criteria that defines the winner in these cases? Or does it depend on luck only?

@Shim008 - I think it would either be based on luck or player quality.

I'd say luck, in every penalty shootout, unless you are on 442oons league with Barca, because of Messi's missed penalty syndrome
