Because a match isn't decided solely based on your teamvalue. Things like formation, tactics, stadiumupgrades, red cards, nationality- and position bonus and luck also factor in.

I can tell you some advices what works but i think its more better for you to get expierences yourself so you can learn to create your own tactics and you can win, but if you insist to get advices than i can give a example of a tactic, create your tactics on your next match of refferee and your players positions. watch a lot of football so you can get some advice from there and use it on your own team.
If you got a defenced team use more deffence if you got a team with attackers use more a offensief tacticks.
Goodluck and find your own tactic. It depends on your as a coach.

Hello mate...if this player is bought from a team not in your league, then you can scout him again...if this player is bought from a manager in your league, then the scout can not bring him again....

Low value in a group and high value in the other one.
I've seen the high value teams lose every time in the WC, just about tactics.
How are they playing, 4-3-3? They will lose against any team with a 5-2-3 for example.
