Problem with the lawyear and the doctor

Hello, I have a problem with the doctor and with the lawyer. In every teams there are 4 members of the staff but I have only the spy and the scout. How can I do to use also the doctor and the lawyer?

Yes, but in the teams of my friends the doctor and the lawyer appear to the side of the principal screen with the scout and the spy. Furthermore I need the lawyer because a player of my team is disqualified and I can't use him.
