Is having two accounts on OSM illegal?

"You may not create and/or manage more than one account at OSM. This includes accounts in different leagues."

So yes, it is illegal

Oh I didn't read this! It's bad as I had two accounts. I paused playing OSM for few days and now I can't open my other account. I don't cheat or anything. Is the account intentionally blocked or accidental? I want to know.
