Problem with league creation

I have a problem, I believe a league a few days and is in private, change it to public and continue in private, if they would be so kind to help me I would be grateful.

@frankwilliamson Hi, welcome.
If the league moderator has turnt some of the advanced settings off then it's not possible anymore to open up the league.
Then the only way to fill up the league is if the league moderator invites managers.
