Transfer List

Hey,
I want to ask if other Managers, from other Leagues can buy Players, which want to sell on the transferlist. Further i want to ask if the Players on my local transferlist are all Put by a bot or the engine on the transferlist or if real Managers from other leagues can offer them on MY local transferlist.
I discussed this content with my bros a Lot and noone wants to believe, although i have asked the german Chat..

Hello mate,
only managers from your league can buy or make offers, for the players that are on your league transfer list....
