Scout not finding 90+ skilled players

Hello,
For the second time I tried using the scout to find players with a 90+ skill level and the scout only brings players in the low 80's. This is a bug correct?

No there's no bug here. There are not that much players with that ranking, so if scout comes back with 80+ players then there are simply no players available.
You could try to make you're search range wider. -
