Hello mate & welcome to the World forum!
I suppose by "market" you are referring to the TransferMarket aka TransferList .OSM TransferList ( TL ) :-
It becomes active from the very beginning of each league , from preparation Day 1.
Only exception : Some of the Special Leagues , where Transfers are de-activated by default. -
It remains active throughout the whole league, till the final day is completed.

Transfer windows remain open for 12 to14 hours of each round ( i.e. from 06.00 am till 18.00 pm ) The game engine becomes inactive around and during simulation times when it comes to its new transfers.
Mind you though, a manager of course is always able to buy any player placed on the TL like 24/7 ! -
New players are getting sold or added every 2 hours during this open window.
Is there anything else you need to know about TLs ?

@111111_85 I'm not sure what you're referring to here. I'm able to purchase players as usual, the fee + 1 coin. I just bought a few in fact. Are you sure your club funds aren't in the savings?

This was not true , but now you know it my friend. In fact that is the reason for why every active manager on Osm receives 1 free boss coin every 6 hours. To help mostly with your new transfers and squad building.
Each purchased new player coming from the TL costs only an amount used by your total Club funds + 1 boss coin.
