Can I find out why I can't see the Tapjoy offers?

Could be because of several reasons. Tapjoy could not have offers available. It could still be loading (in which case it will be available automatically). Could be Tapjoy having their own issues.
Try restarting your app and waiting for Tapjoy to load. If it doesn't try again in a few hours.

I reinstalled the game, the problem didn't improve. However, when I enter the OSM account from the emulator Nox App Player, the offers are visible.

Unfortunately there's nothing that we can do for you on our part.
Offers are based on phone settings so you'll probably has different settings on phone and on emulator
