Another player taking over a „cheated“ team

So after waiting for 5 days after my report for a manager, who made transfers with 3 different accounts he gets banned... just for another manager taking over that boosted team?!
Are you guys sure thats healthy for your game?

First of all, at least appreciate the fact that OSM took measures and banned the cheater from the league. But since it's an open league, anyone can join. If you don't like that, then I suggest that next time join a private league or create a private league yourself where managers will need to request first before they can join the league.

First of all, I am really interested in a staff members opinion about this topic, is it too hard to take measures to prevent this from happening.
I mean I appreciate that they ban a cheater but I think, rather OSM should appreciate, that I reported a Cheater.
I guess I should just leave the league when I encounter a cheater, since there is a chance of the mentioned above can happen and since there is no punishent for leaving a league its probably? the best.
