Can't buy 2players from same team

Hi, why I can't buy 2players from a same team? I have tried to buy 2 players from sporting, both are in transfer list but when i tried to by the second one shows me the message "you may only buy one player a round per team". Is that normal?
And another question is when I try to buy someone from transfer list give me the option to make offer with different value than the player value. In other leagues I am playing if someone are in transfer list you only can buy it for the exactly money the owner team are asking. So this is a different type of league or what?

Hi,
For yours first question, it is normal because that's how transfer system between teams in the same league is by design. This is a way to limit transfers between teams to not more than one in a single round.
For your second question, it is a feature introduced so that offers could be made on players In your league even though they are on the transfer list.
