Transfer question

Hi, I have a question. If a manager buys a player from a different competition and he will sell it again to a club from a different competition, will the player be available again? I mean.. to scout?

For example, I am playing with Arsenal in the English Premier League and Man City buys Isco from Real Madrid. Man City sells Isco after a few days to Juventus. Will I be able to scout Isco or is that not possible?

Can someone explain this to me, please?

Hello mate, you can scout any player that is not playing on your current league, at the moment....any player that is not part of a team in your league...i hope it's clear...
